Rajahmundry Master Plan 2031 has been created for Rajahmundry as of 2011 census; it is the sixth most populous city in the state, with a population of 341,831. Rajahmundry is located at 16.98°N 81.78°E with an average elevation of 14 meters (46 ft). There is paddy and sugarcane cultivation in the area. River Godavari flows through the west of Rajahmundry.

Rajahmundry or (Rajamahendravaram) is one of the major cities in the Indian state of Andhra Pradesh. It is located on the banks of the Godavari River, in East Godavari district of the state. The city is the mandal headquarters to both Rajahmundry (rural) and Rajahmundry (urban) mandals.

It is also the divisional headquarters of Rajahmundry revenue division and one of the two municipal corporations in the district, alongside Kakinada and the biggest city in both the Godavari districts waiting for a greater status.

Vision of Rajahmundry Master Plan 2031

The objective of the Rajahmundry Master Plan 2031 is to create enabling spatial and land use planning framework to achieve the Vision of Rajahmundry Master plan 2031 in order to promote, guide and rationalize. The future growth and development of the urban centers, it will be critical to define their growth framework. The future growth framework of the urban centers is defined by the Master Plan/Development Plans which are evolved for each settlement at individual level. Rajahmundry Master Plan 2031 has been considered as one of the most effective mechanism to promote planned growth of the urban centers. It lays down the road map, agenda and framework within which the city growth is envisioned. It provides a tool for the authorities to take decision with regard to current and future development related issues.

13 villages within radius of five km have been merged into the Municipal Corporation of Rajahmundry in order to create the Greater Rajahmundry. The master plan has been designed to cater the needs of the population of the year 2031.

As per the new Rajahmundry Master Plan 2031, the area of Greater Rajahmundry will be expanded from 44.5 square km to 162.83 square km as 13 villages have been merged and the number of wards will be increased from 50 to more than 70. The population figure will reach 5.92 Lakh from 3.41 Lakh, which is the present population. The number of general hospitals will increase three from one and eight new emergency medical centers will arrive and eight new polyclinics will be set up.

Drinking water is another important aspect which has to be addressed. Though the perennial River Godavari is flowing through the city, the authorities are failing to cater to the needs of the people. The municipal corporation is able to supply only 65 million liters per day (MLD) against the demand of 85 MLD.  As per the estimations, 125 MLD of water is needed to quench the thirst of Greater Rajahmundry people by 2031. There is need for nine reservoirs and three pumping stations to reach the demand.

About of 160 tons of garbage is being produced in Rajahmundry everyday and another 80 metric tons of garbage will add due to merger of 13 villages. This aspect is also going to be addressed in the new master plan.

Twenty-two junctions have been identified which are going to be developed to regulate the traffic and CC cameras are going to fixed all important places in the city in large scale. Fourteen roads will be expanded as 100 feet roads.

The master plan has been designed on the lines of mixed use land development. It is estimated that a whopping Rs 1,000 crore is needed for the new master plan in which State and the Center will contribute 50 percent each.
