Harda Master Plan has been created for Harda District. The town of Harda is the district headquarters. Harda is a district located in the south-western part of Madhya Pradesh. Harda District is bounded by the districts of Sehore to the north, Hoshangabad to the northeast, Betul to the south-east, Khandwa to the south & west and dewas to the north-west. Harda is freely connected by road and rail from the state capital, Bhopal and it is about 168 kilometers away from it. It is connected by rail with all major cities of the state. All three Blocks Headquarters namely Harda, Khirkiya and Timarni are well connected by road and rail.
The town is situated on Delhi-Mumbai railway line and has advantage of its direct railway connectivity to major cities like Delhi, Mumbai, Pune, Bhopal etc and to other major cities like Kolkata, Bangalore, Nagpur and Jabalpur via Itarsi. The town is located along NH-59-A i.e. Indore-Betul road. SH-15 Hoshangabad Harda Khandwa road joins the NH in Harda. Town Harda is connected to Hoshangabad, Itarsi, Khandwa, Indore, Betul and Nagpur. From Itarsi it is further connected to Delhi, Chennai, Kolkata, Mumbai, Nagpur, Jabalpur, and Bhusawal. Buses are available from Harda Bus Stand to Hoshangabad, Bhopal, Seoni, Malwa and Khandwa etc. As of 2001 India census, Harda had a population of 61,712. Males constitute 52% of the population and females 49%. The latitude of Harda is 22.356426 and the longitude is 77.102737. It is located between the 22° 21′ 23.1336” N and 77° 6′ 9.8532” E.

Objectives of Harda Master Plan
The objective of the Harda Master Plan is to create enabling spatial and land use planning framework to achieve the Vision of Harda Master Plan in order to promote, guide and rationalize. The future growth and development of the urban centres, it will be critical to define their growth framework The future growth framework of the urban centres are defined by the Master Plan/Development Plans which are evolved for each settlement at individual level. Harda Master Plan has been considered as one of the most effective mechanism to promote planned growth of the urban centres. It lays down the road map, agenda and framework within which the city growth is envisioned. It provides a tool for the authorities to take decision with regard to current and future development related issues.
Harda Master Plan provides the framework for rationalizing the orderly movement of traffic and transportation within the city and defines the area for laying down net-work of various services. The plan is used for promoting integrated development of the urban centre by rationalizing its pattern of land use and their interrelationship. It also defines the strategies and solutions for overcoming the existing problems of the urban centres and to overcome its infrastructural and service related inadequacies. In addition, it provides options for accommodating the future addition to population which is likely to come to the urban centre due to natural growth and migration. Master Plan acts as a tool for determining the infrastructure cost which would be required to make the city sustainable. The plans offer futuristic solutions by laying down agenda for its growth and development.
