Haryana to Notify RERA by July 15, H-RERA Draft discussion on July 8
State will notify the Haryana Real Estate Regulation Authority (H-RERA) Act 2016 by July 15. RERA was notified by the Union Government on June 1. Act assumes importance in Haryana since it has a history of land scams involving influential persons and politicians. Amidst allegations of residents’ associations that Haryana government had diluted some issues vis-a-vis interests of existing buyers in favour of builders, the state government invited objections on draft rules after RERA was passed in the assembly last year.
The Government has convened a meeting with officials of the Union Government on July 8 before rolling out the Act in the State. The Government has received 1800 objections from stakeholders to the Act. Some are from existing subscribers of Housing Schemes launched by private builders, people who are yet to be allotted their flats.
As per the draft RERA Rules of the State, projects in which the builders had applied for Occupancy Certificate (OC) have been kept out of the purview of the new Real Estate Law. Officials of the Town and Country Planning Department were in the process of compiling objections received so far.
Haryana was the first State to put an interim authority in place, ahead of the Central Act. Authority is getting complaints and taking measures as well. For the final notification, State government has intended to make certain changes on the basis of the objections. On July 8, the draft will be discussed with Union government officials.
