DDA Delhi 1981 Rohini Residential Scheme: For 37 long years, applicants of the Delhi Development Authority’s (DDA) 1981 Rohini Residential Scheme have been waiting for their plots. During their wait, some have died while others have become senior citizens. Now, the DDA’s new March 2018 deadline suggests that they are not likely to get their homes anytime soon.

Even after the Supreme Court ordered the Delhi Development Authority government’s housing authority to hand over the said plots to the applicants by 2016, the wait has only got longer. The plots of various sizes measuring between 36 square meters and 90 square meters are located in northwest Delhi’s Rohini’s sectors 34, 35, 36, 37, and 38.

Basic infrastructure including sewage, water, electricity and roads is still to reach these sectors of DDA Delhi 1981 Rohini Residential Scheme. According to DDA officials, the development work is being done and is expected to complete by March next year.

A senior DDA official said, “Infrastructure is being developed in these sectors. The Authority hopes to issue demand letters to the allottees by March 2018. It has been pending, as the land was disputed by the Barwala villagers.”

This is not all. Allottees of DDA Delhi 1981 Rohini Residential Scheme claimed that the urban body reduced the size of plots over the years and has changed the criterion of allotment several times since.

One have applied for a 90 square metre plot, which has been reduced to 60 square meters. Likewise the other plot sizes including 48 meters has been shrunk to 36 square meters. Lieutenant Governor (LG) told the criterion to allot the plots has changed.

The allottees had moved the SC after DDA failed to comply with Delhi High Court orders in 2009. The scheme had offered 1,17,000 plots for which 85,000 people had applied. Of these, 25,000 were allotted the plots in 2015 after intervention from the apex court.

The L-G is the chairman of the DDA. The allottees who have been waiting for their pieces of land have formed an association to represent their cause.
